Re: Foreign Terrorist Organization Listing of Nigerian Political Parties PDP and APC
Dear Mr. Secretary:
I represent Rising Sun Charities Organization, an American nonprofit dedicated, among other things, to defending human rights and arresting international terrorism in Nigeria.
Under 8 U.S.C. 1189, you are endowed with authority to designate foreign terrorist organizations (FTOs) if three criteria are satisfied: (1) the organization is foreign; (2) the organization engages in terrorist activity, i.e., the threat or use of force or violence to advance political or ideological objectives or cow a civilian population; and (3) the activity threatens the security or foreign policy interests of the United States.
Nigeria has become a hotbed of international terrorism threatening United States interests under twin, massively corrupt and lawless political parties, i.e., the People’s Democratic Party (PDP) and the All Progressives Congress (APC). On March 25, 2025, the Canada’s Immigration Appeal Division found that both parties qualified as terrorist organizations under Canadian anti-terrorism laws which echo those of the United States. The finding was undisturbed by the Federal Court in Ottawa, Ontario, in a decision issued on June 17, 2025, sub.nom. Douglas Eghareva v. The Minister of Public Safety and Emergency Preparedness.
Your predecessors listed Boko Haram, Ansaru, and ISIS West Africa as FTOs, all of which flourish in Nigeria under both PDP and ACP administrations. The latter are notorious for working hand-in-hand with Boko Haram, i.e., radical, Islamic, Fulani extremists, to terrorize Nigeria’s Biafran-Christian population through a bogus “rehabilitation” program. It sends Boko Haram terrorist back into the Biafran communities they terrorize on the fanciful theory members have renounced violence in favor of Jesus’ Sermon on the Mount. Judicial notice can be taken of the fact that the ACP administration is dominated by Fulani, Muslim extremists.
We are eager to work with the State Department to supply declarations under 28 U.S.C. 1746 or other credible evidence that APC and PDP qualify as FTOs under United States law.

It is clearly clear that the two major political parties in NIZOORIA (Nigeria), the British AMALGAMATED ZOO Republic, the APC and PDP are TERRORIST ORGANIZATIONS. They are the sponsors of all the Fulani terrorists groups terrorising and killing BIAFRANS, mostly Igbo South-East people. And like you rightly made clear in your letter to the Secretary Of States, they are Fulani Islamic jihadists in a mission to Fulanize and Islamise the entire Igbo and BIAFRA citizines forcefully, who are 90% Christians and 10% traditional worshipers.
They hate and detested the Igbo people and BIAFRANS, but still they don't want to let us go our seperate way, that is, to have our BIAFRA and live in peace. They don't want in their Nigeria,and still, they are hunting us down like games in our own ancestral land day in day out. All the so claimed repentants Fulani terrorists recruited into their Armed Forces are sent to Igbo land abduct, kidnap and killed after demanding ransom.
