Sudan the latest U.S. democracy-building calamity
The State Department and U.S. Ambassadors clueless about making democracy flower
The United States endeavor to broker democracy in Sudan has proved a spectacular failure. Sudan is now convulsed by rival armies or militias with democracy nowhere in sight.
The United States gave birth to South Sudan in 2011, but the country quickly plunged into genocide between the Dinka and Nuer tribes bringing death and starvation to millions. South Sudan remains a failed, violent, corrupt state without any plausible hope for democracy in its future.
Secretary of State Hillary Clinton unleased “smart diplomacy at its best” to turn Libya into a wilderness dominated by violent warlords and human traffickers. Ms. Clinton fantasized that democracy would flower by spontaneous combustion after the murder of Muhammar Gaddafi.
The United States labored two decades in Afghanistan purporting to nurture democracy but instead witnessed the return of a more grisly Taliban.
Our democracy building in Iraq from 2003-2023 has turned out no better. Iraq is now a satellite of the theocratic dictatorship in Iran. The United States planted the seeds of that dictatorship in overthrowing the democratic regime of Iranian Prime Minister Mohammed Mossadegh in 1953 in favor of the megalomaniacal and kleptomaniacal Shah.
The United States is clueless about how to make democracy flower abroad. It has no James Madison in its diplomatic ranks or otherwise. State Department officials are not experts in Aristotle’s Ethics, Plato’s Republic, the Peloponnesian War, Cicero, Montesquieu, Machiavelli, John Locke’s Second Treatise of Civil Government, the Federalist Papers, the Decline and Fall of Rome, and the insatiable lust for power lodged in the species.
A wise country, like a wise person, knows what it doesn’t know. The best way to spread democracy abroad is by example at home in lieu of lectures, exhortations, sanctions, bribery, or otherwise. If democracy is not home-grown, its shelf life will be abbreviated.
Time for the State Department to stop tilting a windmills.
