Congressional war hawks without are doves

None will introduce a bill declaring war against Iran

The loudest war hawks in Congress have never introduced a bill declaring war against putative enemies. They are frightened of voting on war because of the riskiness inherent in the fog of war. Ultra-hawk Lindsey Graham (R-SC) is emblematic. He has shouted at President Joe Biden to attack Iran at its solar plexus Iran over the disruption of maritime commerce in the Red Sea by its Houthi proxies. But he scampers away from introducing a bill declaring war against Iran under the Declare War Clause of Article 1, section 8, clause 11, like a watchdog retreating to its kennel when danger appears. Why doesn’t the media point out Lindsey Graham’s stupendous war hypocrisy?
